My goal with othrodontics/mewing is to get proper neck posture at all times, which for me is a straight neck with forehead perpendicular to the ground. However, I have a deep bite and small maxilla.
To get this proper neck posture my jaw needs to be jutted forwards into an overbite position and my tongue also needs to be jutted forwards such that, when I raise it to the roof of my mouth, the front 1/5th is pushing up into my incisors quite uncomfortably.
I have tried diferent ideas, such as holding my teeth into a normal bite but then both my tongue is still too far back to raise without cutting off my airway and my jaw feels very uncomfortable and wants to move forwards.
I have also tried the method where you jut your mandible forwards such that the incisors line up however when I do this and raise my tongue to the roof, my jaw wants to close presumably to provide a counter force to the tongue.
Anyone have any ideas on how I can achieve proper neck posture? Is the only way using some sort of appliance? Thanks.
Neck posture is more influenced by your maxilla than another way around. So fix your maxilla and neck posture will follow.
That makes sense. I think I will mess around with some acrylic expanders and see if that can help me with some width.

Width won't help you out in this case. The width helps with breathing and maybe a bit with aesthetics, but overall to change your neck posture you want forward growth with maxilla upswing, which will take 5-10 years to be significant.

I'm hoping that a diastemer will relieve some crowding on my top incisors and thus allow them to push forwards which should then give me a bit of room to correct my overbite. I am also hoping that increased width will allow me to jut my tongue further forwards without it catching on my teeth.
I suspect you are right though, even if I do achieve all these things I still wont be able to hold good neck posture without upswing but maybe it will help a bit, I hope anyway.

There is appliance called starecta rectifier which supports your molars when your incisors are aligned and there is gap between molars, this will help mewing and overbite overtime, https://www.starecta.com/

and an overbite can only be fixed by CCW rotation of maxilla, apparently this repograms your muscles to stay in the biting position as comfortable position
