Anterior neck muscles: strengthen or stretch them?

I've read the two versions in this forum and It seems to be quite the controversy. 

Apparently, forward head posture overworks posterior neck muscles and debilitates front ones like SCM or Scalene, thus some people say to work them:

But some opinions say that if you exercise front neck muscles the whole thing will tighten up worsening posture because you need more "elastic"/longer anterior neck muscles to have correct posture:

Which one is the correct approach to proper head posture?

Try some neck curls on the ground, if your head posture seems better then it means you lack strength in your neck flexors.
