Can facepulling fix orbital rim recession?

It is obvious that facepulling wont fix a flat zygomatich arch or malar bone

 

But the upperjaw is almost directly connected to the orbital rim so i think it might be possible that this could have a positive Impact on the orbital rim

 

I suffer from very recessed orbital rims which makes me look tired and way older than i am

The bottom part of the orbital rims called the infra orbital rims is actually part of the maxilla and is mainly responsible for the flat under eye support you are talking about. If the maxilla rotates upward and forward that area will become prominent.

Face masks are used in RME treatment to achieve this to a small extent. Face pulling that you see online by forums members doesn't achieve this, because its pulling on the alveolar bone not the skeletal part of the maxilla.
