Hello,

I've noticed that when chewing, swallowing, etc. my lips break lip seal pretty frequently. Even just sitting still with mouth closed and tongue on roof of mouth it feels like my lip seal is about to break if I swallow or move, and pretty often it does. If swallowing doesn't break my lip seal, it causes my lips and muscles surrounding to quiver a bit. Is this normal, and is there a way to fix it?

This is not normal. How is your nasal breathing?

Not great. Breathe through my nose most of the day except when exercising, and started mouth taping a few days ago since I breathe through my mouth at night.

If it really is an issue of lip seal, the myofunctional exercise holding a button on a string in your mouth with your lips while you pull out on the string might be helpful. I think there are others where you hold a spoon in between your lips, etc. Strengthening you masseter resting muscle tone might also help you keep you mouth closed better.
