Micrognathia or Recessed Jaw?

I understand that the Mews' approach to treating a class II division I malocclusion is to expand the maxilla, bring the maxilla forward and then the lower arch is supposed to spring forward into the larger space to create a nice anteface a la Jolie.

My question is: how do we know that this is the right thing to do and not a BSSO? i.e. how do we know there is enough jaw growth/bone volume that swinging forward is a better idea than creating more volume of bone? 

 

And doesn't swinging forward pull the mandible out of its TMJ socket?
