Perhaps the maxilla isn’t meant to be pushed forward at all, but just rotated?

Just like the mandible isn’t actually supposed to be pushed forward (it just swings upward), the maxilla also isn’t actually meant to be pushed forward, but just swing upward (the pivot being just behind the molars), which gives the illusion of the maxilla being pushed forward. Do others agree?

No. If a maxilla is deficient in forward growth, its rotation won't change that.
