Progress limited by muscular tensions

I have a significant type II attachment tongue tie. I've been doing exercises from a orofacial myologist for the last 6 months in preparation for a release. My progress has been fairly slow and temperamental but I feel as though I've made more progress in the last week than in the last 6 months since using mewing techniques - focusing on strengthening my bite and jaw, whereas I wasn't doing this before. This was key for me as I had a significant decline in health and facial integrity after getting botox in my masseters.

So now I'm finally able to get some posterior suction, although not for long without blocking my airways or creating muscular tension/shakiness at the back of my neck. Sometimes this tension point travels down my spine to my pelvis (where I have a corresponding anterior tilt) and creates rapid jerking motions. Sometimes there is an emotional/fear response component, probably due to vagus nerve activation. Prior to knowledge of my tongue tie, I treated this from a somatic framework and saw these tensions as manifestations of trauma that needed to be "discharged" to be resolved and find nervous system equilibrium. But now I'm unsure if the shaking is a symptom of tension or simply lack of muscular strength/activation. Also confusing things is, a muscle can be simultaneously tense and underactive (weak)? 

TDLR; i'm uncertain if should be doing more to strengthen the muscles at the back of my neck and skull or if these are restrictions to be released?
