Does dental movement mean teeth tipping?

Does skeletal movement mean maxilla expansion?

Yes dental movement would mean teeth tipping, while skeletal/ 'orthopedic' movement would be the movement of the actual maxilla.

No and yes. Dental movement can be teeth moving through existing bone or the alveolar ridge expanding without much change to the rest of the bone.
