Relationship between facial muscle strength and ability to move teeth forward

I came across this article, https://www.dentistadonostia.es/en/orthodontics/lip-analysis/, which relates muscle strength to both lip fullness and ability to move the teeth forward and retain their new position.

Here's an excerpt:

Thick lips

This means weak muscles and, therefore, that the teeth can be moved forward easily. It will also be easier to keep them in place after treatment.

Thin Lips

This means strong muscles which will try to stop the teeth from moving forwards. If we move the teeth forwards during treatment, we will later have to use fixed (fitted to the inside of the teeth) or removable transparent retainers for quite some time.

I must have very strong muscles, because my upper teeth struggle very hard to move forward, and I have quite thin lips. 

This is the first time I've heard of such a relationship.  Does it make sense?  If so, would there be a way to weaken the facial muscles as they are hindering my ability to attain a class I bite and better facial profile?
