Just to be clear I don't consider guy in OP to have good facial development. Tfw I have similar development at 32 though

Genetic trait I think. But Mike Mew also mentioned how resting the tongue on the floor of mouth can cause your mandible to grow much larger. Basically the downward growth "pulls" the face down via the mandible.
well that didnt happen to me but i seemed to have good Imw but bad tonuge posture so maybe the whole tongue has to be at the bottom
In this pic you can see how much forward Dwayne Johnson's maxilla is compared to Vin Diesel's. The distance from incisors to nose tip is at least 5mm longer for Vin if not more.
