Trouble keeping the tip of the tongue in place

First of all, I will say that I can maintain the back of the tongue in a suction hold even if unable to breathe (it is easier to keep it there), it has become a subconscious function (I flip between touching the soft palate and suction holding it because I cannot breathe)

 

Anyways, it's really hard for me to maintain the first part of the tongue. It's like I cannot suction hold it there and I have to always repeat the "ng" sound in mind). The question I have in mind is: Does tongue chewing or the mealtime exercise help build the muscles in order to hold the tongue against the ridges, basically any way to be sure to hold it correctly?
