I feel like the muscle supposed to support the mandible from under (onthe throat) are underdeveloped and that Leads to a chin Tuck when mewing, and when trying to push the mandible Up when mewing Leads to spasm in that area, like Theres No muscle.

Could IT be?

Spasm are a good thing. They mean that the muscle has been slacking and is now returning back to your conscious control. I would encourage you to search for similar spasms all over your body, because getting certain sleeping muscles to wake up will result in very quick postural and motorical improvements.
