Where should the tip of the tongue be?

Should it be near the front teeth? Or a bit back?

The tongue should not press against the front-teeth, but it should be close to them (without touching). I place my tongue tip just a little behind the incisive papilla, where I have a subtle dimple.

Exactly pressing against the front teeth will cause an overjet which does not look good

Upper incisors having a slight forward inclination isn't a bad thing if the palate is wide enough. They only become a problem when the palate is too narrow because it forces the mandible back.
