My daughter developed these around age 1 when I introduced wheat and dairy in to her diet. I think maybe she's a bit intolerant to these foods, not sure, but I read a lot of parents saying that inulin powder removed this venous pooling, and it did end up doing that. So it may be digestive related as well.
