I found my old passport photo and realised I looked a heck of a lot better as child, before I had braces, than I do now. My face is longer, my jaw is more pronounced, my mouth is wider and my face is more symmetrical. I looked pretty before having braces than I do now; I wonder if having braces ruined my face. Maybe Mew was right in his comment that orthodontists ruin faces?

There are some shadows at play in your passport pic. People naturally look better in the dark/shadows because it's emphasizing angles that may not be there in the light.
Don't worry about the past. There's nothing you can do about it now. But you *can* change the present/future.
I think your face looks over stretched in the current picture on the right side. You were probably using your mobile phone camera to take the picture real close to fill the frame and that distorted your face.
I suggest you retake your picture with the phone at a further distance (minimum 1m). Perhaps have someone hold it for you. Then you can crop the picture in a photo editor to focus on the face and match the passport picture.

Everyone looked better as a child. My face was much wider, and my philtrum was much shorter.
Long philtrums look ugly, mine is also long and I looked way better when I was young and still growing, my philtrum was shorter.
Philtrum looks longer. Also, have you gained weight? Also different haircut in passport pic that compliments your face.
Philtrum can be shortened via surgical procedure or rising up maxilla, correct? Lip lift would also shorten philtrum.

I may well be a matter of focal length of the lens being used. The passport photo was taken using a professional lens, and I suppose you took the second picture with your phone. How old are you? If you're a teen 13-16 or 17 years of age maybe an adult 22 years and below. That is when beauty peaks, your skin is rich with collagen and some fat for under the eyes (positive vector to neutral or negative vector) and as Nomis mentioned your philtrum lengthens with age, just to name a few. It is natural.
Also, I like what you did with your hair in the first pic, take some minoxidil for thicker hair.
